California Home care Research Working Group Overview

The Working Group is a forum initiated in 2001 to bring together university-based researchers and union, consumer and government agency representatives to develop a collaborative research agenda focused on the homecare/personal attendant services workforce. It is funded by the University of California Institute for Labor and Employment (ILE) and meets quarterly. The ultimate goal of the Working Group is to inform policy to improve homecare workers’ lives and enhance the provision of quality care for seniors and people with disabilities.


 Activities of the Working Group

Regular Meetings
The Working Group meets quarterly to provide participants with an opportunity to share ideas and information, keep each other abreast of the latest developments in the industry, and coordinate research agenda. Participants include researchers from four UC campuses and other universities; representatives from the federal National Institute for Occupational Safety and Health; from County Public Authorities and the World Institute on Disability; from several SEIU local, regional and International union offices, and from the AFSCME-affiliated United Domestic Workers of America.

Conferences
The Working Group co-sponsored the last statewide Quality Homecare Coalition Conference. About 150 people representing all stakeholder groups attended the conference. The conference was a critical step in re-activating the statewide Homecare Coalition and engaging members in legislative, public policy and research advocacy around homecare issues. The Working Group is organizing another such statewide conference to be held in the spring of 2003.

Grass-roots Action
Working Group researchers and activists engage in community action and in policy-making. Participants contribute cutting-edge research on the personal assistance profession as expert testimony for legislators and other policy-makers as well as for the media. Researchers also bring their work alive in the streets, providing data for local activists and supporting training and education for homecare workers and consumers.
