The UC Berkeley Center for Labor Research and Education (Labor Center) in the Institute for Research on Labor and Employment (IRLE) seeks applications for a Health Policy Researcher to start as soon as possible. Founded in 1964, the UC Berkeley Labor Center works on the most pressing economic challenges affecting working families in California and communities across the country. The Labor Center provides timely, policy-relevant research on labor and employment issues for policymakers and stakeholders, and conducts training for a new and diverse generation of worker leaders and students.
The Labor Center’s health care research aims to inform federal, state, and local policymaking to improve access to health coverage and make health care more affordable for workers and their families. Our research especially examines policy impacts for California low-income and immigrant working families and communities of color. Many of our publications include projections from the California Simulation of Insurance Markets (CalSIM) model, jointly developed with the UCLA Center for Health Policy Research. Most recently, our team’s work has been used to estimate the impact of state-based reforms to improve affordability of health coverage and expand coverage to all regardless of immigration status.
The Health Policy Researcher will conduct quantitative and qualitative research on health care and labor and employment issues, as well as provide technical assistance to stakeholders. This will include working as part of the team developing and utilizing the California Simulation of Insurance Markets Model (CalSIM). - Contributing to the health team at the Labor Center, conducting academic and policy-related research related to access to and affordability of health care coverage and care;
- Conducting quantitative research and performing complex analyses drawing on government datasets, survey data, and academic research;
- Taking a leading role in the software development and incorporation of new policy proposals into the python-based California Simulation of Insurance Markets Model (CalSIM), and working as part of the team utilizing the model;
- Understanding the content and limitations of relevant national and California data sources, and how they can be used to provide credible estimates of policy effects;
- Conducting qualitative research, including interviews and analysis of secondary sources;
- Providing technical assistance to stakeholders, policy makers, media and internal staff on issues related to access to and affordability of health care coverage and care;
- Coordinating research with academic researchers on other UC Campuses;
- Serving as co-author on research reports, policy briefs and blogs, and drafting public testimony;
- Contributing to funding proposals for research projects.
Basic Qualifications (at time of application):
- Bachelor’s degree or equivalent international degree
Additional qualifications (at time of start date):
- Master’s degree or three (3) years professional experience
- At least one year of programming experience
- Master’s degree in public policy, public health, economics or a related field;
- At least one year of programming in python, SAS, R, STATA or other programming languages; experience with both python (including familiarity with Numpy and Pandas) and either SAS, R, or STATA preferred;
- Experience cleaning and analyzing large governmental data sets such as the Current Population Survey, Survey of Income and Program Participation, and the Medical Expenditure Panel Survey;
- Experience in software project management including version control applications;
- Strong writing skills, geared toward policy research reports;
- Strong grounding in health services research, labor market analysis and/or workers’ rights;
- Ability to work independently and creatively;
- Experience working with academic researchers and stakeholders such as unions, worker centers, policy makers, advocates, and others; and
- Experience analyzing impacts of policies on low-income workers, immigrant families or communities of color.
This position will report to Laurel Lucia, Director of the Health Care Program. The initial appointment will be full-time (100%) for two (2) years with the possibility of reappointment based on performance and funding.
