The national bus driver shortage started before the pandemic, according to Enrique Lopezlira, director of the Low-Wage Work Program at UC Berkeley’s Labor Center. He said two trends — a drop in immigration during Donald Trump’s presidency and an aging workforce — have driven a labor shortage.
